Our spaces and places shape our communities. Well-planned facilities provide quality play, recreation, and sport experiences that keep us active and well. However, they are costly to build and maintain, so evidence-based decisions are essential to make the best use of limited resources for decades to come. He rā ki tua - Horizons Region Spaces and Places Plan sets out best-practice principles, regional priorities, and the support available to help solve your community’s facility challenges.

    The Plan

    He rā ki tua Horizons Region Spaces and Places Plan is a shared plan that helps councils and partners work together to plan and fund better sport and recreation spaces for communities.

    Developed by Regional Sports Trusts, Sport New Zealand, community partners and district councils from across the Horizons Region; the Plan provides direction and priorities to focus on over the next twenty years.

    Get started

    Identify your challenge

    What’s your pain point around sport and recreation facilities? Think about the challenge, who it’s impacting and the underlying causes.

    Does it require facility development?

    Consider all your other options, like new delivery models, booking systems, scheduling or partnering with other facility providers.

    Get a good understanding of the work that needs to be done, like the demand and benefits of your project, the scope of it and estimated costs.

    We'll be in touch to advise on how to approach the next steps, such as feasibility studies or business cases. We'll work together to refine your project proposal.

    Feedback from Regional Steering Group

    The group will look at how the project fits into the regional network and priorities. They will either endorse the project or provide feedback.

    Referral to council

    If your project is not likely to attract users from outside the local community, the project will be referred directly to the appropriate council. We'll connect you to the right person.

    Refine concept

    Based on feedback, we’ll work with you to pursue an independent assessment to help develop your case.

    Application to funders and councils

    Once your endorsement is received, your next step is usually to seek funding for capital works. The RSG will supply a letter of support.
